Registration Numbers

Out at thrasher for the past 3 mornings, I was very surprised at the number of boats out there with no registration numbers. I saw 4 of them this morning. Do people just not bother to register their boats when they buy them? What is the fine for no registration numbers? Is this an ignorance issue or simply a case of "screw da man"?

Some boats are registered with a name. Other boats are licensed, and display numbers, and then
there are those new boats that have neither. And then there is the kind that just buy a second hand
boat and don't do anything so they do not pay tax! So figure the ones you saw have no valid insurance.
