Silly question here,
We know Canadian Gov/DFO has jurisdiction over tidal waters, why do they dictate what fisheries go on in non tidal rivers?
Should this not be under the jurisdiction of the Province?
Is it because the river feeds the ocean?
Salmon treaties?
 
It's a little complicated - and one needs to separate species managed verses the human fishing management. DFO is in charge of almost all anadromous salmon - the Province steelhead (and other FW only fish). As far as sport fisheries go - DFO handles the tidal component federally - the province the FW. Other fisheries are generally handled federally no matter whether or not they are in FW or SW - esp. FN fisheries and/or commercial fisheries. The water column itself is federal - the land largely provincial or private - occasionally Federal Crown.
