Marine Flare question- not disposal!

I just checked my flares this morning, and they expired in April (manufactured April 2014)
I went shopping for just the 12 gauge shells and found some at Island Outfitters.
The lady there said that because they are twin star flares, each shell counts a 2 flares.
I've always purchased 6 shells, thinking I needed that to be legal.

I have no idea who's correct here?
Anyone know for sure?

I grabbed 2 packs of 3 anyway, better safe than sorry if I needed them.

Type B flares reach a height of 100m and burn for 4 or 5 seconds. Some type B flares only project one star. When using single star type, two flares must be fired within 15 seconds of each other. To meet legal requirements double the number of cartridges must be carried on board. Several manufacturers (Orion, Comet) produce a 12GA twin star flare. Vessel owners should be aware that a Type B 12GA twin star counts as two Type B 12GA single star cartridges.
 
I realize this is an old post. You were mis-informed by the retailer.

To clarify a Type B multi-star flare must project two or more stars. Therefore if you require 6 flares, you would need 12 single star shells or 6 twin-star shells. My understanding is now single star shells are not available.
