Installing ball scuppers

I have decided to install the Flow Max ping pong ball style scupper to the port and starboard sides of my boat. Two questions:

1. Do the metal through hull scuppers just unscrew from the inside of boat? There are no screws on the outside. Then just install news ones over the hole?

2. The scuppers have a plastic cover that stick out 3-4 inches. Will this create excess drag in water, rooster tails. Etc on port and starboard sides?? It should be above water line when on plane and not be issue?? I just don’t want them to pull off.

No drag but make sure they are above the waterline under load. They aren’t meant to be under water
