Infrastructure Funding

Given that the Federal government seems to have billions to invest in "infrastructure" programs to get the economy moving again, and that these programs, from what I've seen, seem to be directed at building more urban concrete and corporate edifices, bridges, roads, sewage treatment, bank rescue plans, etc. etc., so that some politician will be able to point to and say he delivered,
I wonder why no one has applied for the funding to rehabilitate fish habitat?
Perhaps DFO, which never seems to have any money for such projects, or another body, could apply to get the funding to monitor watershed development and the impact on fisheries, and perhaps initiate or expand rehab programs.

Just wondering.
