Perhaps it’s time you reread the sparrow decision again. They have the right to self monitor their fisheries.

There self reported catch is available on the dfo site.

Don't believe that decision prevents a observer from witnessing what is coming up in the nets as long as they don't impede the Fishery. These observations can then be posted and if as you say they self report we can compare the results and ensure some integrity.
