What about something like this. I know it larger than you would like but scaled down a bit might work.The first part (attached to the boat top) would be permanent ish and the second part is on a hinge that folds out when needed and folded back in to let you have access to the rod holder already on your boat. You could also install side rod holders on the permanent side of the “San Juan shade” if you wanted.
