FWIW, when we were in the DR in Samana in Sept a few years ago, I did a fair bit of DIY fishing for reef fish. Fished a sun up to avoid the heat of the day and fished from the freight wharf on the backside of the resort. Caught a variety of reef fish: sanddiver, lane snapper, grunt, needlefish and squid on jigs and spoons.
