Electricity in freshwater is actually a lot more dangerous than salt because the higher resistance gives a much larger sphere of influence. Biologists can't electro fish in salt because it's too conductive.

Sounds like this guy might have been trying to run an electro fence around his dock to keep people away from it. Guy should be going to jail. Either that or he's so stupid he should be banned from BC Hydro for life.
 
Working on a houseboat, maybe extension cords too short to go along dock but long enough to go to houseboat from shore through water. Joining them up underwater?? What a moron.

keeps the otters and such off your dock, should have plugged it into his GFCI. this would have arrested floating current, 5mA is enough to kill that's what a GFCI trips at.
