Wanna refinish this

wet and clean with wood cleaner, C/w Oxalic acid. might have to do twice.
When all the same or similar colour, then use oil. Linseed or Tung oil.
 
I'd use one of the chemical teak cleaners and then use a product like Cetol, or just leave it untreated and clean & pressure wash periodically.

I personally don't think varnish is appropriate for a swim step because it's slippery when wet, and also the joints between the pieces will hold water and the varnish won't adhere and will peel.
 
Use a 2 part Teak cleaner. Best for anti-slip would be to leave it bare, repeat as needed (probably yearly).

Worst for anti-slip would be Varnish/Cetol - will require stripping/sanding, re-doing very couple years, total PITA especially around the carriage bolt heads.

Using a pressure washer will work OK & will remove the softer wood, leaving high/low spots, which is really good for anti-slip.
