One mile seaward from the shoreline

I was wondering if somebody could explain exactly what this means and how it affects the regulations. Makes it sound like I could fish off Rocks on say beachy head. Or in a boat Tight in at position point for that matter. Obviously my thinking must be flawed
 
The one-mile area starts west of Port Renfrew & goes up the length of WCVI. In many spots it is open more than 1 mile from the shoreline. I made & posted these last year:

All you have to do is move your cursor on your CP from current position to the shore. The distance will be displayed.
Mark your current position if the Gestapo happens to show up. Gl
