if a non-resident comes to Canada to buy an Evinrude G2 E-Tec outboard, can they get a refund on the GST?

There haven't been refunds issued for some years now and I haven't heard that's changed.

If you come to Canada to purchase and pick upyou will be charged both the federal and provincial tax of the province you purchase the product in. No refunds are issued on consumer bought goods.
However if you have the product shipped to your US address from Canada no tax is paid on price of product or shipping rate. Brokerage fees will apply though.
