Rock, In Neah bay there where smelt everywhere at the marina we caught them on the 5 hook set up like crazy. This was the first year that we had so many smelt. We usually get the anchovies and herring this year in the bay there was all kinds of bait. But we had almost no salmon. It seemed crazy all this bait and no salmon. We never did get into the salmon. I think you are right about the enviromental side of it we have to take care of it or there will be nothing left. The breeding grounds are the key we have gotten better on this side of the border but in some areas it is too late. I hope the same has not happened to BC.
