charges against navigator - Queen of the North

I think most of us agree this is logical.... but does anyone know why the court results stated that "there wasn't enough evidence to charge any other crew members" other than the navigator ?

Marine Law is different than regular criminal (or civil) law and none of us knows which applies here.

Remember the Crown has to be reasonably sure of a conviction before they bring charges forward maybe the way the law is written</u> they figure they can pin something on one person but have little to proceed with in the other cases.
