14' Duroboat, side console wont get on plane

I have a Merc. 2014, 20 hp 4 stroke, 9.25x10 prop and can't get on plane. Any suggestions?
 
Is this a new issue? I found on my friends 14' lifetimer it really struggled to get up on plane with a 20hp Yamaha.
 
It’s hard to know what prop or course of action, without a tach. If you don’t have one, they have inexpensive ones on Amazon. You can mount it under the cowl. When testing the motor run it with the cowl off, so you can see it.
Loaded as normal, the motor should reach its WOT rpm at full throttle, with the correct prop.
 
I have had the boat for about a year but only in the water once. I wasn't pleased at all. No tach and no fins. I was told to try the 9 pitch on the prop, I thought I would go that route before trying the fins. Will be looking into the tach.
