Its a tough call, BC generally has too much power in the spring during the freshet, which is when we export, but then does not have enough in the winter - so we import. The power would have to be sold during the spring, but would be used during the winter.
Not meaning to hijack, but in comparison, the hundreds of run-of-river diversions produce power in the spring (freshet again) thus the power must be sold. The government will tell you the Independent Power Producers (IPPs) are not making this energy for export, but that is because BC Hydro is contracted to buy ALL of the power they produce - so the IPPs are in fact not exporting their power - they are selling it to BC hydro who is exporting it.
