My iPhone 4 gps works without cell reception. Navionics charts are already loaded on the phone........ Used it out at swiftsure, Nootka etc. no problem.

The app I use daily is windfinder. There is a free one, but it's worth the $2 for the more detailed forecasts on the pro version.
