WCVI Troll fish quality

I was looking at the fishery notice that just closed down the troll fishery on WCVI. It suggested that the quota was not met (would be transferred to a fishery later in the summer) and that the reason for closure was low fish quality. Anyone know what this means? Low price from buyers? Small sizes? Just curious

Small size. Some of the fleet found good fishing on a smaller than average grade of fish. The fishery is per piece not per pound so they chose to shut it down and transfer the quota to the august plug fishery which will have a larger size avg.

Combination of small fish (unusually small sizes in the catch for all - not simply "some") which equals less bang for the buck, and the usual Dino politics.
