Random Selection for DFO Fishing Survey

Just finished getting mine and my significant others licence on line. Both of us were "randomly selected to participate in the DFO fish survey with mandatory participation if selected. Out of curiosity I wonder how random it is. When you got your licence were you randomly selected as well?

I got selected last year mid April asking me to fill it out for March. I replied that I could not accurately do so, I had been busy in the boat, crabbing, trolling, prawning etc. Some catches on my licence others on friends.... they replied to just guess which I said no to, not going to provide grossly inaccurate info to them
