that'd be real sketchy in an accident, but I have seen pics of those boat haulers down south with a whole boat sitting flat above the truck on its trailer on a rack.

The boat in the picture does not have an outboard on it.
I think that is not a mistake.

I saw something like that on the highway south of Sicamous several years ago. That boat did have an outboard installed, looked like a 50-70 hp IIRC. I'm guessing that like BC, Washington also prohibits doing it the easy way (by putting a hitch on the back of your 5th wheel travel trailer).
